When You Need to Know About The CAQ Leadership Transition

Minister of Economy, Innovation and Energy Christine Fréchette was elected leader of the Coalition Avenir Québec (CAQ) on Sunday, becoming Quebec’s next premier and the second woman to hold the office in the province’s history. She won the leadership race with 57.9 per cent of the vote, easily defeating her only opponent, Environment Minister Bernard Drainville, and will serve as premier until the provincial election scheduled for October.

Fréchette’s victory follows François Legault’s decision to step aside earlier this year amid sustained low approval ratings and with the CAQ trailing badly in the polls. Fréchette was seen as the economic candidate, with Drainville more focused on identity and language issues.

She promised to continue the CAQ’s “third way” nationalist but not separatist path, while pledging a renewed leadership style. In her victory speech, she committed to avoiding renewed constitutional debates and framed her leadership as focused on economic pragmatism and stability.

Vantage expects a narrow and focused set of policy issues to be put at the top of her agenda to try to frame her as being attentive to voters’ priorities and concerns. In particular, this should include measures to address the cost of living. New long-term investment and infrastructure projects may take a back seat to more short-term gains that voters will feel in their pocketbooks.

What’s next

The transition will happen relatively quickly. Fréchette is meeting with the Secretary General of the government late this afternoon (the equivalent of the Clerk of the Privy Council), to be followed by her first press conference. She will be sworn in on Wednesday, April 15, with a caucus meeting to follow. A cabinet shuffle is expected next week, offering an early opportunity to rebalance internal dynamics and reward key supporters, while focusing on priority policies.

The National Assembly is currently prorogued until May 5; however, the return may be advanced, with the possibility of a return the week of April 27. The new Premier will have to decide which bills and other legislative priorities are put to the forefront, with the National Assembly scheduled to adjourn until after elections on June 12. Prorogation means that technically, all bills will need to be reintroduced at the beginning stage. With a considerable majority, the government will be able to fast-track those bills it feels confident it can pass in the five or six weeks it has left.

Vantage continues to recommend to stakeholders that the next two months will be the critical period to advance priorities before the province shifts fully into election mode.

Political Context

Fréchette assumes the premiership in a challenging political context. According to the most recent Léger polling (April 12, 2026 – figure 1), the Quebec Liberal Party (PLQ) and Parti Québécois (PQ) are in a statistical tie for the lead, with 33 per cent and 32 per cent support respectively. The CAQ trails far behind at 13 per cent, behind both opposition parties and only marginally ahead of the Conservative Party of Quebec (CPQ), with Québec solidaire (QS) at 8 per cent.

Léger also tested voting intentions under the hypothetical scenario in which Christine Fréchette leads the CAQ (figure 2). In that scenario, CAQ support would improve to 18 per cent, but still well behind the PQ (30 per cent) and PLQ (29 per cent). Support for other parties would remain largely unchanged. The results suggest that while Fréchette’s leadership could provide the CAQ with a modest bump, it does not, on its own, materially alter the broader competitive landscape in the short term.

With a relatively short runway before the election campaign period intensifies, her window to reset the CAQ’s narrative and standing with voters is narrow.
